Partnering for Success: Strengthening the Connection Between APDM and OPD

As APDM continues to evolve, we’re reorganizing how we connect with the Maryland Office of the Public Defender (OPD) to strengthen collaboration and ensure our work remains closely aligned with OPD’s mission and needs.

As part of this effort, we’re pleased to introduce two key partners who will help guide this next phase of coordination:

Kirsten Downs

Kirsten Downs, Director of Systemic Reform: Kirsten serves as OPD’s Director of Systemic Reform and will take on the liaison role with APDM. She plays a vital part in ensuring that APDM’s initiatives align with OPD’s broader mission and vision, helping both organizations move forward in partnership to better serve Maryland’s public defenders and their clients.

Claire Buetow

Claire Buetow, Grant Specialist: As OPD’s Grant Specialist, Claire oversees the agency’s growing portfolio of grants. APDM works closely with Claire to coordinate on grants, align philanthropic support, and sustain programs that strengthen OPD’s impact statewide.

We’re grateful for their partnership and leadership—APDM’s work is only possible through close collaboration with dedicated OPD team members like Kirsten and Claire. Together, we’re building the foundation that supports those who defend Maryland’s most vulnerable.
